All wildlife is being pushed out of spooner row,we used to live side by side ,not now.greedy developers who do not care about our planet .push for more and more development.I hope they find rare bats or newts that will halt this development.A lot of people who live here ,live here because its remote,has no amenities and has an element of wildlife.
The poor barn owl will be pushed out ,I dread to think what spooner row will be in ten years time.oh well well done developer you will make lots of money and that’s whats important.wildlife is just a nasty nuisance!
This is an interesting one and not the first planning application on this barn.
The new applicant shows as once the sole director of RS Alum Civil Engineering Ltd. This company went onto liquidation and the liquidators final statement is dated May 2018. Final loss 47,165.71, primarily due to HM Revenue & Customs.
Congratulations to the applicant for bouncing back so quickly and welcome to the village.
Surely it should be an automatic part of the planning conditions that old barn conversions should have an up-to-date ecological assessment. If bats, owls and other protected wildlife are found, then there is no check in place to ensure the developer does not quietly get 'rid' of the 'obstacle'. To allow this conversion to just go-ahead like this is not sustainable, damages the already fragile ecosystem and wildlife, and is totally immoral!! I am getting really fed up with the unfair and sloppy way we and our local values are treated by those with authority who should know better!!
I have today advised the planning officer Jacqui Jackson that despite Planning permission not yet having been granted that work is in progress. My limited understanding is that this is a risk and rather foolish thing to do if it is not granted or conditions are applied which require significant modification.
I hope that the Planning officer advises accordingly although there is NO presumption to disallow the application on these grounds alone and no penalty for so doing.
Equally the planning officer cannnot stop the work either.
A fine for starting has been considered nationally but nothing yet exists in the regard for non listed buildings
Hardly satisfactory indeed! What is the point of having a process to gain planning permission if you can build without it with no penalty or 'no presumption to disallow' by the planning officer'. It beggars the question of how enforceable planning conditions are as well?
The planning system is worse than pathetic.

Thank you for your e-mail. My colleague is checking the site this morning on her way past, if work has started we will ask Martin Burrows (Enforcement Officer) to visit later today in a formal capacity. I am concerned if work has started as there is no safeguard on the protected species, and, as you not no permission on the barn. The present application cannot be supported due to lack of information, and the overall size of the proposed extension. We are waiting for the applicant to contact us with further information. Once we have a clearer idea of what work is being carried out, I will be back in contact to let you know what is happening.
