I think the idea of a path as a Parish Council project is an excellent idea. Some points to be considered would be:
The path would only need to be from The Bungalow to the A11 junction as both the original planning permission for 5 dwellings and the recent permission for 10 dwellings included the provision of a path from The Bungalow to the school.
A trod path could need regular maintenance. Who will be responsible for the maintenance? Will the Highways Authority adopt it?
I don't mind paying more if i know it will definatly be going towards projects in all of the parish. At the minute it all seems to be destined for Spooner Row. The school car park needs enlarging as well as resurfacing. Station Road needs to be declared a no parking zone to make the road safe, especially at school drop off/pick up time. It also needs to stop being used as a HGV throughfare. A little bit more important than a tennis court for a select few in SR to use. How about building the bridge between Suton and Spooner Row that was promised when they built the A11 and divided our community.
I agree with everything you say except that the car park doesn't belong to the school and doesn't need enlarging or upgrading, just reduce the amount of HGV's and that will solve the problems.
Far from being Spooner Row centric the Community Council is currently committing more to Suton. Yesterday saw the Council agree to purchase of a Double Door Oak Noticeboard from local firm Harry Stebbings and for this to be located at the corner of The Street and Eleven Mile Lane. The Council has also responded to resident comments gathered during the Community Governance Review and recently positioned a new dog bin on the Bridle Path Post at the bottom of The Street.

Your Community Council endorsed the setting of the annual budget at £20,297.80 for the financial year 2020 to 2021, which will allow us to deliver projects for our community over the next 4 years.
With a tax base of 285 properties your annual precept has been set at £71.22, a reduction of 19.4% when compared with last years precept of £88.40.
We are now looking forward to working with you to decide upon and deliver the small, medium and major projects over the next 4 years.

Another great idea, this was also suggested by Wattlefield and Suton residents. Already, on the list of possible ideas. The Community Council is also discussing a resident’s survey in the near future to flush out more ideas from those within our community who do not use this message board or other electronic forms of communications.
Looking at my latest Council Tax Bill for 2020/21, all services will have an increased payment of between 2% to 3.9%. it is pleasing to see that the Spooner Row Community Council part of the contribution will decrease by almost 20%. I heard that the increased contribution to other parish councils was up by 4%. I am so glad that we are our own parish and pay a fairer contribution to the needs of the three villages.
I too had noticed that unlike all of the other entries that for the Community Council had gone DOWN and by 19%. So much for those councillors from Wymondham telling me that my Council Tax would go up due to the new council when they were going door to door here in Suton a while back.
I welcome the drop now but equally so I would be happy to pay more in the future if the right project brought benefits to the community.

For those only reading the latest posts, the first message in this thread explains the Council’s calculations for setting the precept and our plans for the future. The future plans, particularly the longer-term projects require your input, so please continue to let us know what you want. The Council will soon be dropping leaflets through doors asking you for your opinions on what projects our council should progress.
The other reason we have reduced the precept is we are striving to reduce our administration costs; predominantly by councillors taking on tasks that are usually done by the clerk (Reducing the wage bill), villagers volunteering to assist with developing the website (www.spoonerrow.cc) and by fitting things like the new dog bins ourselves. Anyone who wishes to assist in areas to keep costs down make contact with a member of the council.
I wouldn't be happy to see the precept increased for specific projects, where would that end? I would be happy if project funding was found from attaining available grants and other fundraising options.
To answer the last post and hopefully allay any fears. Your Community Council has already factored in projects to the amount collected from your precept. This is fully explained in the first post. We have set a budget for projects over the next 4 years whilst also reducing the precept. The Community Council are also looking to all sources of funding in order to make sure your money goes further. For example we have bid for funding from the Parish Partnership for 50% funding of a portable SAM2 speed sign which will be moved to different locations to discourage speeding.
The new precept has been carefully considered and concluded by the Community Council with the new reduced payments commencing from next month.
