Who is Julian Halls?

Can someone please tell me who this person is?  We have just moved into the area and came across this website recently.  He seems to have something to say about almost everything here but I cant find him on Facebook.

Julian Halls is the district councillor and sits on the community council for Spooner Row.

I am your district councillor for the south Wymondham DISTRICT ward 

I also sit on Wymondham Town council , allowed by reason of distance calculation rules and Spooner row, Wattlefield and Suton community council.     ( SRCC) 

My role on Wymondham is almost historical and comes from a time before SRCC came into existence and was done partly as to retain contact with the town. I sit as Wymondham Town councillor for Wymondham in the Wymondham Town south ward , which confusingly has the same name but is not the same area.

I sit on the Regulatory enforcement committee and the Development management committee ( Planning) at District.

I am retired if you can call it that and also teach Astronomy for the University of the 3rd Age based in Wymondham although we meet here in the village because of lack of light pollution issues. I am a retired Environmental Health officer, having worked in five local authorities in East Anglia who I joined when I left the Royal Navy in 1986. I also briefly worked as facilities manager at John Innes institute.

TBH i didn't realise you were on the enforcement committee or had past experience of being an EHO, this then surprises me you haven't commented on all the problems people complain about on here regarding noise, traffic enforcement etc we have a expert in this field yet you have never said anything !!

The Astronomy meetings at the village hall sound interesting. How often are they held?

Interesting to see in the recently delivered Link Magazine from South Norfolk Council that the dumped caravan at the top of the village was being heralded as leading to a successful prosecution.  Was this down to you?

The astronomy U3A group meets monthly , second Wednesday and if you want to join please contact U3A. There is yearly fee which is very low and I try to make it a single topic evening. We do not meet in the summer as it is not dark enough and we do try and get get out to look at the stars . Do not buy a telescope , binoculars are fine. 

The other anon the key words are 'where I can help' . Traffic issues and noise associated with them all fall to county council and unfortunately the biggest concerns which are lorries relate to those driving through the village and most fall to a different council ( Breckland ) for on site noise and county, highways to address. They , do not do a good job in my view. I have no magic wand and there is very little if any credence give to adjacent district councils. I do regularly move the speed SAM unit around the village and with Martin Lemon we keep speeding records BUT it is only advisory and there is no enforcement.  

I do however talk to our county councillor who is also a district councillor at District 

Whilst I would love to claim credit for the prosecution of the dumping of waste and the caravan I cannot. I was rather hoping this eyesore will be removed at some point and will chase. The last thing we want right now is an 'accidental ' fire.
