Letter dated 12th February with feedback on the proposals by 29th February 2024 via email to richardmorton@kcsdevelopments.com. 

Outline planning permission for 45 new homes and new infrastructure.   Mix of housing:  1 bed apartment x 4,  2 bed semi-detached x 20, 2 bed bungalow x 1, 3 bed semi detached x 14,

4 bed detached x 6  total 45.    Positioned to the southern edge of the site.  Stantec UK Ltd is KCS's planning adviser and will submit a  planning application on their behalf  towards the end of the year.

Is it a coincidence that 12th February is the same date that Newalls was granted its planning permission with increased lorry use along Bunwell Road?

The proposal is a significant amount of new houses that will expand the size of Spooner Row to a much larger village. New infrastructure would be needed to take into account the Newall's lorries such as to build a new road to bypass Bunwell Road. A new road had been discussed years ago.

The drainage system throughout the village is woefully poor and flooding is a regular problem. This will need significant upgrading.

Kindly review the consultation document and map. The proposed properties are smaller in size, thus more affordable. Additionally, the area susceptible to flooding is slated for conversion into a wetland, which may aid in managing flood risks downstream, and bring some biodiversity to the area. The developer has sought our feedback, regardless of any cynicism. Engaging with them could potentially ensure our concerns are considered. Notably, adequate visitor parking seems absent from the plans. However, there is a silver lining; these smaller residences might attract young families, thus bolstering the longevity of the local school, and life in the village. The development of Spooner Row is inevitable, let's strive to make the most out of the situation.

This planning application is outside of the local plan development area and therefore not allowed. The recent consultation for a future local plan issued a revised 35 dwellings from a proposed 15 at this location. There is no mention of 45.

I believe this to be the land, Policy VC SPO1, land west of Bunwell Road, which was the subject of the recent South Norfolk Village Cluster Housing Plan on which it was proposed to build 35 houses, an increase of 20, in the Greater Norwich Local Plan.    The reply from KCS Developments considered the site could readily accommodate up to 45 houses "to meet local needs".    Therefore, the figure of 35 homes which the SNC put forward as adequate has now been deemed to receive an increase of 10 properties.       Historic England have expressed concern at the proximity to the nearby listed building.

The Consultation period is short, comments by 29th February.   I am not sure whether there will be a public consultation in the village hall at any time?

Where is this consultation? do you have a link? it says South Norfolk has no current public consultations.

A developer usually provides a community exhibition for people to view what the proposed development can offer and ask questions. there should be one provided for this. 

Has the developer been in touch with the community council?

Is there any information available on this consultation? Is it available to the public? 35 or even 45 new houses seems a lot particularly with other recent developments in the locality.

Small villages like Spooner Row with problems of flooding of existing dwellings and the highway should not be earmarked for extensive house-building projects for obvious reasons. Who is prepared to pay for the construction of a major urban drainage system and new sewage works?

At last a development that has a varied range of housing. This village needs housing for young families as this will keep the school alive. Singles, down sizers, retirees and ordinary folk will welcome the chance to own something that doesn't cost £500k.

The development site along Chapel Road was supposed to provide affordable housing for 15 dwellings. If what you are saying is correct in that the village needs inexpensive properties, then why is the developer still trying to change the planning to acquire zero affordable houses? 

There needs to be sound evidence to show that more development in Spooner Row is required taking into consideration the lack of adequate infrastructure and lack of public transport which will result in extra CO2 emissions from the use of many more extra private vehicles.
