They seem to be increasing in volume - constantly thundering through the village - how on earth was this lorry plant permitted to be where it is ? Whoever passed this ? Was there any limit to the amount of lorries that could go through our small village each day?
I will remind everyone that Newals has planning conditions that prevent them operating outside of 7.30am to 6pm, 7.30am to 1.30pm Saturdays, if you see or get woken by any of their lorries outside of these times, contact planning enforcement at the County Council or email them on; MAWP@norfolk.gov.uk.
I have to say, having observing the times stated above which I didn't know about, there does seem to be less intrusion. Times are being largely adhered to. (They do start at 6.30am though) Leaving weekends slightly quieter. There are other lorries though and what I'm finding disturbing is the recent amount of lorries carrying chickens. I'm pretty sure Barnham Poultry didn't used to use this route. Some of them aren't marked Banham Poultry. Am I noticing more because they're opened at the back atm. Presumably to ventilate? Or are there more? Any ideas? Thank you.
There does seem to be more chicken lorries using the Spooner Row route. Is this their prescribed lorry route? Why aren't the lorries carrying the owners name?
We are noticing Newall's lorries are starting before 7 am and are still working after midnight. Last night and the night before I saw 5 lorries go up Station Road towards the Boars at 12.45am.
Try living along Upgate Street, if the lorrys are quiet your way they’re coming ours. 1am, 3am, 4am, just doesn’t stop, can’t get a decent nights sleep. After speaking with the council and as much as I hate to say it, they have conditions to force them through spooner row, yet it is still ignored.
They are breaking the conditions of the planning permission. Do they need their licensing revoked? The impact of the lorries was the main concern of locals when this was applied for.
FYI - reply from an email sent regarding the early and late lorry traffic.
It would seem this may be within the planning restrictions for large lorries to drive through our village at any time.
How on earth was this allowed by the planners in the first place?
Thank you for your e-mail which has been passed to me for investigation.
The situation at Newall’s site is complicated by the variety of operations taking place on the site. As you note in your e-mail, waste operations are restricted by the planning permission granted by Norfolk County Council, and this includes the delivery of waste to the site. The site also has the benefit of a number of planning permissions granted by Breckland District Council for haulage and storage operations. The Breckland permissions are not subject to any control in relation to the routeing of vehicles or the hours at which they may access or leave the site.
I have monitored the site regularly over the summer and into the autumn to determine whether waste is being transported to the site in breach of the Norfolk County Council planning permission; to date I have not been able to establish that there has been a breach. I will continue to monitor the site as I am able, but I can only monitor the site sporadically given my other work commitments.
I hope that the content of this e-mail is clear but, if you have any questions, please contact me.
I remember the time limits placed on the lorries visiting and leaving the site, so I don't understand what the monitoring officer is saying. Maybe residents should keep their own time logs for monitoring what times the lorries are passing through.
This is something our Norfolk County Councillor and MP should be made aware of.
This actually is not true, what is happening is they are holding onto a permission granted in 2007 of a piece of land to park HGVs, this had no operating hours attached. It's complete nonsense as that was never designed to allow them to do what they are doing, but like everything what council is doing something about it ? The land in question has been incorporated into new planning which does have conditions controlling hours, both breckland and the county. Breckland states - no deliveries to or dispatches from outside the normal hours. Any lorry returning to the site is making a delivery and any lorry leaving is being dispatched. Complain to Breckland as until these put their heads together noone is doing anything and to be honest with budgets slashed to nothing will they ever ? look at the traveler site for example.
