For those interested in the formation of the future Local Plan, this letter/email will be of interest. It is currently at the scoping stage (consultation ends 28th Sept), and there will be further consultations at future stages.
Particularly of interest is the Call For Sites Register (see the weblink below). This register lists proposed development sites for which there are 10 sites listed for Spooner Row. Some of these proposed sites are huge, but this is not part of the Consultation at this stage, that will be later. It is worth looking at the proposals as it may affect you. Click on https://gnlp.oc2.uk/document/90 , select South Norfolk, then click on Spoooner Row. The proposed site maps are listed there.
You could also inform South Norfolk Council that you would like to be kept informed of their future plans by email.

Dear Stakeholder
We are getting in touch with you as your details are currently held on the Greater Norwich Local Plan (GNLP) database so that you can be notified of any local plan related work.
The Greater Norwich authorities (Broadland District Council, Norwich City Council and South Norfolk Council, working with Norfolk County Council) are now preparing a new Local Plan.
This process is prompted by national planning reform and the government’s new method for calculating housing need. In addition, the government has introduced a new plan-making system, which changes the way local plans are prepared.
GNLP 2045 Scoping Consultation Now Open
Following the new guidance, we are opening our Scoping Consultation in accordance with Regulation 20 of the Town and County Planning (Local Planning) (England) Regulations 2026.
Whilst this is primarily intended for stakeholders to respond to, comments from anyone with an interest in the Greater Norwich plan area are also welcome.
The Scoping Consultation is open from the 17th August – 28th September 2026 (closing at 5pm).
The Scoping Consultation is an opportunity to tell us what matters most for the future of Greater Norwich.
To inform these conversations, the Scoping Consultation includes questions on baseline data gathered to inform the preparation of the Plan, the emerging Vision and Objectives which will help to shape the content of the Plan and a proposed Engagement Strategy that suggests an approach to future engagement through the plan-making process.
Call for Sites Register (for information only)
Earlier this year, the Greater Norwich authorities hosted a Call for Sites for people to submit sites to be considered for allocation in the GNLP 2045. These submissions are currently being reviewed and therefore do not form part of this consultation.
Basic details of all the sites received can be found by clicking the link below and there will be an opportunity to comment on these at a later stage.
The timetable for preparation of the new Plan is available on our website, and further information about the next stages of the process will be provided in due course.
