Good morning all

I have just received and update on the future of the community council for Spooner Row, Suton & Wattlefield; the Boundary Commission has granted its consent and things are moving forward!

 

 

 

Good Morning,

The Local Boundary Commission for England has granted its consent for South Norfolk District Council to make changes to the parish electoral arrangements for the parishes of Bawburgh, Costessey and Wymondham as determined by Full Council on the 15 February 2018.

The Community Governance Review Order may now be created as determined by Full Council.

Good news. I am sure this will lead to better local management and representation.

Will the future new cemetery in Suton belong under the new parish or under Wymondham?

Unfortunately the Electoral division of DT1 which is where the boundary lies splits Suton and this will be be in DU1 and remain in Wymondham parish ( Town) . There might be scope and a considearble saving if we could use , for those who wish for full burial and interred ashes , to take place at Morley st Peter Church. I have not asked but Spooner row Church yard for some reason seems to be off limits and you can still use Wymondham but the resident fee will not apply

Spooner Row churchyard is not consecrated ground. With the formation of the new parish can this not be revised? Could the churchyard be extended?

My limited understanding is that this is a Church decision which the Council at any level has very limited if any influence . It is a curious body called the Faculty and they are all powerful and can be very difficult to deal with.

The War memorial is recognised but the only bodies therein belong to Routh Clarke and I believe it is in effect a private burial ground.

That said in anyone has some influence with the Church please feel free to ask and let us know

Looking at Wymondham Town Council's Annual Report 2017-18 as described in it's Summer Newsletter, the main expenditure is as follows. From a total Income of £524,364 of which 79% was collected from the Precept, the main Expenditure was 43% on Salaries, 21% on Administration, 14% on Recreation (the Spooner Row playing field is just one of several assets in Wymondham) and 11% on the New Office Build. Strangely, Ketts Park has been omitted from the pie-chart but is 3% (£10,873) of total Expenditure and I suppose should be added to the Recreation total.

Residents in Spooner Row have often felt that they were the forgotten few living in a remote village several miles from Wymondham and this high level of expenditure is not really relevant to our current needs. The financial benefits alone of being an independent parish will be an improvement (plus the improved representation and local management it will bring).

So the first 64% is wasted on employing the council and them doing their job ? 335k, blimey sign me up to that as a sideline job.

Another thing I gleaned from the accounts, I wonder how many  residents of this fair parish  know that the Wymondham Town Clerk is paid £(edited) and a further 20% pension contribution a year.

Good grief!! The council office is only open part-time from 9.30 to 4.00pm. Is £(edited) pro rata?

Looking at the Society of Local Council Clerks job list, this does seem rather excessive in comparison. http://www.slcc.co.uk/jobs/

Can someone explain to me the hierarchy of the councils, is wymondham town council equivalent to a parish council ?

Wymondham Town Council is exactly the same as a Parish or community council.  It has the same level of authority, but just has a larger population and therefore a greater income.
