So here we go again, the same application that was refused years ago basically is being submitted again, 60000 tons per year, 6000 lorry movements per year best case assuming they are full, on top of the other stuff they already bring to the site.

At issue is that the road route permitted takes it through Spooner Row.
The impact on Spooner Row could be dramatic.
I feel that Bunwell Road is not suited to mass haulage of the estimated 120,000 tonne a year of material into and out of Newalls proposed extension to its burgeoning ad hoc ‘backyard’ industrial estate set up at Heron Farm. (“60,000 tonne a year” of building waste 'in' to Heron Farm, which must equate to “60,000 tonne a year” of crushed aggregate 'out after processing'!!, collectively totalling 120,000 tonnes a year of ‘road movement’ through Spooner Row - unless Newalls proposes to build a new mountain of crushed waste at Heron Farm .
Google Earth shows an aerial view of the state of the site as it is.
That burden of heavy haulage roadtrips on a narrow unsuitable road that winds its way through the nearby village of Spooner Row is both an avoidable and undesirable environmental impact.Six thousand or so heavy truckloads passing through Spooner Row, over a busy main railway crossing and past residents homes and a School may occur if it goes ahead

The "60,000 tonne a year" in to N*w*lls, is likely to be a conservative estimate.
It also equates to 60,000 tonne out again after processing.
= Total 120,000 tonne a year
The typical HGV tipper truck has a 20 tonne payload. Thus 120,000 tonne a year equals 6,000 truckloads a year - adding to its existing heavy traffic impact on Spooner Row
Assuming (naively) that the operator concerned will only operate 5 days a week and 'only' 12 hours a day, that equates to 'one truck every seven minutes' trundling through Spooner Row to move that material in and out of the H*r*n F*arm site.

This planning application is fundamentally flawed as the environmental impact assessments only consider the on-site issues and do not include the company's HGVs impacts on the surrounding areas on route. These existing HGV's movements to this recycling site already cause problems to pedestrians with the amount of dust and particulates they throw-out when travelling through Spooner Row. The lorry loads are often not sheeted. To state there will be no extra HGV movements to and from the site presumes the existing route arrangements are acceptable. This is far from correct.
Although I support recycling sites, this one I cannot support as it is in the wrong location for recycling demolition and construction waste. It needs to be relocated close to a trunk road where its HGV's movements cannot impact on residents, pedestrians and the primary school. Does the Headteacher know about this planning application as demolition dust and particulates are a health hazard?
It states in the application that "there is no specific dust monitoring equipment on the Site with trigger alarms. Monitoring is carried out by visual observation and assessing whether dust emissions are excessive i.e. leaving or with the potential to leave the Site boundary. If dust emissions are perceived to be excessive then the Site Manager establishes what is causing the excessive dust emission to be generated and takes remedial action". This casual approach does not inspire confidence.
Isn’t it time now to really do something to stop the HGV traffic going through our village . I walked from the school to the Boars PH and in that time 10 HGV’s passed me !!!!!!
It's interesting that a Carleton Rode application that seems dormant currently provoked a stronger reaction for a lesser application, has our council been consulted with pre application advice ? I see no comments personal or otherwise.
How can it be acceptable to submit a proposal of this type without an impact analysis of the many lorries that serve it? An impact analysis on the surrounding communities, that is.
I think the numbers are off here, if you bring 60000 tonnes of materials to the site with each lorry having a load of 20 tons, you have 3000 trips, but that is only allowing for the vehicle to leave the site and not return, therefore it's 6000 movements through the village.
If you then crush those materials to sell again you generate another 6000 movements of the lorry leaving the site and returning.
Therefore for 120000 tonnes you generate not 6000 movements but 12000 and this doesn't allow for loads not 100% full or other business besides bringing this material to the site.
Factoring best cast 5days week/8hrs day/52 weeks a year you have HGV every 10mins.
Now bearing in mind the application in Carleton Rode for the same amount of traffic that would make it best case one lorry every 5mins excluding all the traffic currently using the site and the current Newalls activity.
If both of these sites have full production you will have a lorry every 3mins or less based on current traffic.
Highways has requested a detailed Transport Statement of existing and proposed transport to and from the site before taking a view. This is very important, the transport of aggregate has an environmental impact elsewhere such as Spooner Row. Is Highways aware that the existing scale of transport is unwanted and causes problems?
There is also consideration needs to be given regarding diesel fumes that go into the school playground every time a lorry goes passed especially when the children are at play.

Adding to Andy's point, when traffic is back to normal and the queues from the level crossing start happening again, the queues often extend past the school. Lorries wait there with their engines idling chucking out diesel fumes directly next to the school and its playground. Can the school also input into this proposal?
I have lodged an objection to this application today and urge fellow villagers to do the same if we all want to prevent an even worse situation. I know I'm only a small voice in this but en masse we could make a difference! Please help to protect our village.

LGC's website looks as if it was put up in a hurry. They state they have been in business for 20+ years but then give their skip rental rate at only 2000+ units. Not exactly a thriving skip company!
Night after night these are going through the village, you get woken at just gone 5am and now you get woken at gone midnight, all you want is to get on with your life.
Where do the directors of Newals live ? I know some people with HGVs, let’s see how they like getting woken up at all hours.
1 x lives in the village. Get over it. Local people, employing local people. Running a company is getting more difficult year on year for dozens of reasons.
What a contemptuous attitude toward a community where many are inconvenienced by this lorry company. What about the lorry company moving instead to a location where it won't impact on residents, like to an industrial estate which bests suits this type of company. Companies that use HGVs to this extent are best located next to trunk roads and not through villages.
The HGV park on Bunwell Road has no planning, in fact it was fought by the residents who live in front of it, they won, fine example of the great planning enforcement we have to contend with.
I believe people have met Newalls workers face to face, they get verbally abused.
As someone who hears the lorries driving though the village, why is it a coincidence that when they return back to site within 10-15mins you get cars flying through the village with
no exhausts at silly speeds, I think the comments that support this site show the level of intelligence these individuals have.
Location is everything, maybe if the directors of this business had any thought for others they would consider this, then again I'm sure in a few years it will go to the wall owing millions to various local buinesses, local people for local jobs right :) as long as I'm alright jack, then you can buy all the lorries back for a tener and call it Newalls 3, the Return.
Of course when you get another loan from the taxpayers of .5 million, sorry I mean covid loan, you can state you have 3million in assets due to those vehicles being totally undersold to the very people the money should of gone too.

I was merely stating, if it was stressing me that much I would go the Newalls office and ask to talk to a manager, or director, rather than post on this site. You can’t guarantee any Newall Personnel look at this notice board.

If you want this company to diversify then please do, but to somewhere where you won't cause problems to residents going about their lives.
