The South Norfolk Village Clusters Housing Allocations Plan (VCHAP) will be published between 9am on Monday 23 January and 5pm on Monday 6 March 2023, in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012. Representations are invited on the legal compliance and soundness of the Plan. Any representations submitted must be received by South Norfolk Council within this timeframe.
The purpose of the VCHAP is to deliver growth that will support the vitality of the rural communities of South Norfolk. The proposed plan allocates housing sites in the South Norfolk village cluster settlements, in order to meet the minimum requirements set out in the Greater Norwich Local Plan (GNLP). It also defines the Settlement Limits for the village cluster settlements. A list of the village cluster settlements can be viewed at www.southnorfolkandbroadland.gov.uk/vchap.

Anyone wishing to submit a formal representation on the content of the plan may do so, in writing, and before 5.00pm on 6th March 2023. These can be submitted online, via the website listed above or using one of our hard copy representation forms which are available at the locations listed above. This will help ensure that submitted representations are in the prescribed format and can be taken into account in the examination of the plan. Completed hard copy forms should be posted to the South Norfolk Council office address listed above.
Where is all the planned infrastructure to cope with the increase in housing?
Regular grid lock on A11 after Wymondham right up to Thickthorn roundabout. Can take over 1h to get into Norwich by car from Spooner Row and similarly to get to the park and ride in Hethersett. If you're thinking that living in Spooner Row means you can get to Norwich easily, I'd think again. They keep talking about plans to to ease congestion at Thickthorn but dualling A11 took over 20 years so don't hold your breath. Ridiculous.

- Policy VC SPO3 Land at School Lane: https://southnorfolkandbroadland.oc2.uk/document/12/1228#d1762 A site in the existing Local Plan, previous ref: SPO2. All requirements have changed with the omission to provide a pedestrian footpath to improve access to the school and a sustainable urban drainage scheme to ensure no surface water drains off the site.
For the development on the land at School Lane (which has changed from SP02 to SP03 for some reason), the requirement for pedestrian safety has changed from providing a long footpath from the development to the school (which is unachievable) to one which is only in the IMMEDIATE VICINITY around the new development. The whole length of School Lane is used regularly by parents dropping off their children. Children as young as toddlers are often seen walking in the road. The council clearly put the developers profit above the safety of the residents who pay their salaries and pensions. The developer should be aware that this is an accident waiting to happen and they will share responsibility.
I agree and what's more the immediate area of the development is where it is most prone to flooding on the highway. The extra hard ground surface of the new entrance area will make this worse. Perhaps the Authority will provide boats or wading boots on these occasions.
I can't quite believe that the two much-needed road safety necessities in the current Local Plan will no longer be included in the new one for School Lane SP03. The local circumstances havent changed. Is this really what the District Council wants?
South Norfolk Council originally set a deadline of 5.00pm on Monday 6th March 2023 for this consultation. This deadline has now been extended by two days, to 5.00pm on Wednesday 8th March. Any representations submitted must be received by South Norfolk Council by this deadline.
