South Norfolk Council is carrying out a Focused Regulation 18 Consultation on Alternative Sites and Focused Changes for the Draft Village Clusters Housing Allocations Plan (VCHAP) between 9:00am on Monday 11 December 2023 and 5:00pm onMonday 5 February 2024. The consultation is in accordance with Regulation 18 of the Town & Country Planning (Local Planning) (England) Regulations 2012.
This consultation follows a review of representations submitted in response to the Publication stage of the Plan (Regulation 19), held between 23 January and 8 March 2023, which determined that one of the proposed sites is no longer deliverable (VC ROC2 in Rockland St Mary) and that another site should be slightly reduced in numbers to address heritage concerns (VC TAS1 in Tasburgh). As a minimum, this consultation on alternative sites and focused changes seeks to make up the resulting shortfall in order to deliver the housing numbers needed.
The proposed VCHAP will allocate sufficient sites for housing in South Norfolk’s villages, which will deliver the bulk of the approximately 1,200 new homes that are to be delivered in the district’s Village Clusters by 2038. Once adopted, the VCHAP will become part of the Development Plan for South Norfolk. You can view the consultation material at the following locations:

These proposals are a significant infill. How aware are Queen Street residents of the plan to build houses up to their rear boundaries? Who is responsible for informing them? Is the community council going to comment on this?

Below is the latest Local Plan consultation map for Site VC SPO1 REV. The green hatched area between the rear of properties in Queen Street and Site VC SPO1 at Bunwell Rd is the new proposed area for an extended development to 2.34ha.
With the recent flooding along Queens Street and no decent solution or plans to deal with the flash flooding we are seeing more and more of. What do South Norfolk think will happen once more concrete is added In an obviously vulnerable area. That’s a flood plain and it’s an ineffective one at that . Absolutely ridiculous plans to build on the land between Queens Street and the railway track. But hey they don’t have to worry as they don’t live there . That’s without the access requirements and the effects of additional traffic and the railway crossing . There’s already an issue with traffic here at school drop off times. This is an acc waiting to happen. Spooner Row infrastructure is very limited.
The consultation is to close at 5pm on Monday 5th February but the comments from Taylor Wimpey are worth reading. They question whether the benefits of maximising the full extent of field parcels have been explored "................. in the name of ongoing scrutiny of the appropriate growth quantum" and appear to favour larger sites.
On the NextDoor site, Wicklewood are objecting to plans which have previously been refused.
